Stretch And Strip Of Cervix

I'm 39 weeks and my baby hasn't engaged at all she hasn't moved down one bit. I'm booked in this week to have my cervix stretched and stripped is this safe considering the baby isnt engaged. If the baby isn't engaged and I go into labour will the cord come first.
