Hcg Levels And Progesterone Levels

I am 5 weeks preg. I started spotting last Sat. and had blood work done yesterday(Mon). My prog. is 17 and my hcg is 54,679. Does anyone know if this is ok? My dr. said that as long as my prog doesn't go below 12 she doesn't think I need prog. supplements. I also had heard that high levels of hcg could mean twins. Has anyone had these levels at 5 weeks?
