8 Weeks Pregnant With Low Heartbeat And No Development

According to my LMS I should be 12 weeks pregnant. Last 2 Ultrasounds have shown only 6 weeks 4 days. My baby isn't developing past 6 weeks, but does continue to have a heartbeat although low at 86 bpm. HCG levels show 33,500 which is consistent with 8 weeks. Dr. says the off dates are fine (ovulated much later!) but the baby isn't growing which is disturbing. Has anyone experienced this before? this is my 3rd baby and I'm 37 and I'm worried.
