Low Birth Weight Baby Question

Earlier on in my pregnancy I was diagnosed with placenta previa. Thankfully that has corrected itself but now my doctor is telling me that my ultrasound is showing that the baby is too small. I do no smoke, drink alcohol, or do drugs. I've gained 30 pounds but the baby doesn't seem to be getting the nourishment it needs. If the baby doesn't start gaining weight is it better to take it early by c-section rather than just go to term? And does the placenta's inadequacy have something to do with the earlier previa?
