Ok so I waited until now (my son is 2 1/2 yrs) to decide to work on that bulge of a tummy. Will starting now have any effect? If so, what should I do to get that flat tummy I once had?

my thoughts are Pilates - that seems to be the best excersise in toning... and you can get a 30 min video from the store so you can do it at home.
Also in my experience .. Weight watchers where you count points works GREAT, and it's easy and you don't feel like your Depriving yourself. :)

I am going to try to exercise, but I think I might need a tummy tuck.

I tried everything. I think if it's in your genes for it to stay with you, it's going to stay with you no matter what. If you find anything that works let us all know!
