I'm 35 weeks and I went to the doctor today and she said that I have 1 cm dilation, is that ok?

I have been 1 cm dilated and 90% effaced for 5 weeks :(........It is fine

With my second pregnancy, I was 2 centimeters dilated from 37-39 weeks and then I was 4 cm's from 39-42 weeks. I still did not go into labor and had to be induced! But anyhow, everyone is different. Nevertheless, even if you were to go into labor within the next couple of weeks, you are still far enough for the baby to be born completely safely. Good luck!
