I was just wondering if it is normal for the baby's heart rate to fluctuate from week to week? At 16 weeks the heart rate was 176 and 17 weeks = 162 and at 19 weeks = 146
Should I be concerned or has anyone experienced this as well? It just seems somewhat dramatic to me.

...let me add...at 16 and 19 weeks it was on u/s and 17 weeks my doctor's doppler...Thanks! ....if it makes any difference :)

If the doctor didn't see a problem with it, then I would say it is fine. They all sound like good heartbeats, I guess the heartbeat slows down the further along you are, due to less room to move around in there. I would not worry, if the Ultrasound showed that everything is fine, then there is nothing to worry about.
