last night went to the hospital with cramps and contrax, they did an exam and everything came out normal, today after i releaved my bladder after wiping i had a clear mucus, has anyone experienced this and can anyone let me know when do i know if my plug broke

It sounds pretty normal to me, especially since you've just been to te hospital and everything looks ok. The discharge is probably leukorrhea which is a whitish mucousy v____al discharge. Unless the discharge has a yucky smell, it's just regular discharge that we all get whilst pregnant.
If your plug broke, the mucous will probably be pink or red as blood will come out with it.

I'm 26 weeks, but my youngest is 8 yrs and i went into labor with her around this time, they kept me the hospital for 2 months, she finally came at 37 weeks
