ok - conception date was set by the ultrasound as Feb. 20.
Man #1 - I had s_x with on Feb. 18.
Man #2 - fooled around with but did NOT have s_x with on Feb. 15.
Man #1 is saying that there is no way it is his baby. Man #1 is not willing to do a paternity test.
Is there a remote possibility that the baby could be from man #2? Only hand to genital contact - washed hands afterwards.

Man #1 does not have a choice, it can be court ordered. If they find that he is the father then he will be responsible for the costs as well. Man #2 does not sound very likely, talk to your dr about the possibilities, but they sound pretty slim. Good luck!
