can you still go in to labour if your baby,s head isn't fully engaged?

Yep. With some the head does not engage until after labor starts.

thats ok then...she is 4/5 engaged, she keeps bobbing it up and down i just a__sumed her head would have to be pressing against my cervix for things to progress........they dont check here fot dialtion ect until labour but i,ve asked tonie to see what it feels like everynow and then...........its gone from being soft but hard in the middle to really really soft so its doing something

The head pressing on the cervix helps to progress things but isnt necessary.
