Pregnant With Low Hcg Level

I am 14dpiui and my bloodtest showed an HCG level of only 7.8 Is it possible that this could rise? Will be repeating the blood test in three days, but the doctor is not hopeful. Have had light spotting of brown blood the last two days. On prometrium
