Do I Need To Go To The Hospital

Hi everyone Im 38 weeks pregnant and Im 4cm dilated... they keep sending me home but within the past 2 days I have been experiencing more and more pain in my lower back and abdomen. It hurts to stand or do anything at all really. Could I be in active labor before my water breaks?
