Does Progesterone Hurt Uterine Lining

I am 7w3d and have had some problems. I have a subchorionic hemorrhage and have been on bedrest for a 10 days and it is doing better. I only spotted one time and a very little bit. Since I've had 2 m/c's I have insisted on having my levels checked this time. My HCG is at 34219 which is good but my progesterone keeps dropping. I was finally put on 50mg 2xdaily on 3/30 but yesterday my levels still dropped. They were at 20.1 and have dropped each time and now is 17.0... My OB is saying that the progesterone can hurt the lining of the uterus. Has anyone else heard this? She is reluctant to give me 100mg 2xdaily but said she would if I wanted.
