My Hcg Levels Are Declining

I am about 7wks and I have had my levels go from 4306 to 3900's since I was first tested fri the 10th ,is there any one out there that has had this happen and Still end up with a healthy baby? They are calling it a threatened miscarriage ,because I have been bleeding ,most of it now is spots! They have done a u/s and saw fetal pole and sac ,but was to early for hb..Anyone out there that can help me ? And I have been taking progestrone..

i am currently 16 weeks and i was told 2 days ago that my levels had dropped from 34,000 to 26,000, but my doctor was happy with the u/s.
i have had spotting since 5 weeks, but the last 3 days have been the worst.
