Not Pregnant, Then Pregnant, Then Maybe Not Pregnant- Help!

After my husband and I had sex, I bled heavily for about an hour. The next two days I had some brown spotting then bled for a half an hour. I saw my Dr the next day. He did a blood HCG test which was negative (1%<). Ten days later my period was late. I took 4 different home pregnancy tests, all came back positive. My Dr repeated the blood HCG test, and my level was 18. 2 days later it was 21. I don't understand how the 1st blood test was negative, and 10 days later a urinetest was positive. It's only possible that I'm either 6 weeks or 3 weeks pregnant. So the tests and timelines don't add up. Since my hCG isn't rising properly, am I miscarrying, is it ectopic, could the baby be totally fine? I'm so confused.
