So my girlfriend and I where having sex and I heard the condom break and I was using a spermicidial condom I never came inside of her and I precame but the side of the condom broke, I gave her the plan b pill the next day do you think she is pregnant ?

Blurry, assuming that was really precum and not the beginning of ejaculation, the chance of pregnancy is small. If she was not in the fertile window cycle days 8 thru 16 of 28 the chance is even less. Condoms don't break unless they are past their use-by date, have been improperly stored (like in your billfold), or are used with improper lubricant.
