31 Weeks 50 Effaced Is This Too Early

I am 31 1/2 Weeks pregnant and I called the doctor today for Abdominal Cramping. She sent me to the hospital for monitoring. They said that I was having mild contractions but they could be braxton hicks. They also said I was 50% effaced and the babies head was against the cervix. They just told be to decrease my activity and drink plenty of fluids. Isn't it early for me to be 50% effaced? Does this mean the baby will come soon?

31 wks is aweful early but some women just progress diffrent it could and hopefully will be several wks before anything more happens...at my last doc appt i was only %25 effaced and I am 38wks
