38 Week Complete But Cervix Still Intact

I will complete 38 weeeks tomorrow, i had a pelvic exam today, and my cervix is still so intact dr said. also she could feel baby's head but said she could push him up it means he is not fixed into the pelvis yet. anybody experienced this? is it late at 38 weeks not being dialated at all? is it possible that i will go into labor without cervix dialating? please answer? i m so worried
