HCG Rising Progesterone Falling

My HCG was 72 at 14 dpo and progesterone was 26.2. It is doubling every two days but yesterday my progesterone fell to 17.5 (21 dpo) and HCG was 3291. I am on progesterone suppositories from last night. Does anybody have similar experience? Could it be a case of blighted ovum?
