okay so my boyfriend says that he cant "c_m"..
but when i was giving head i could of sworn i tasted something kinda gooey i really dont know how to describe it but we were both naked and his p__s was touching the outer va___a " the lips" but then he kinda put it in and rubbed but not all the way.... i stopped him before anything we didnt have s_x but im not on birth control and he didnt have a condom on... and i had my period june 4th and i am obulating or however u say it and i feel sick is their a chance that im could get pregnant???
and if i get on birth control in the next 2 weeks well that stop me from getting pregnant??

Did your boyfriend tell you why he claims he "can't c_m"? That sounds suspicious to me. There is sperm in the "pre-c_m" so there is certainly the possibility of pregnancy. It's somewhat unlikely since he did not penetrate, but not impossible. Starting birth control will not stop a pregnancy. If your next period is late, take a test. You should defenitely get on birth control once your period comes. Good luck.
