Dull Lower Back Pain Amp Cramps

I am 38 and 1/2 weeks pregnant and 3 cm dialated, I have been have menstrual like cramps for a week now off and on and today having lower back pain with it. My stomach doesn't get tight with the pain though. Could this be a sign of impending labor?
