33 Weeks 100 Effaced Amp Only Dialated To1

I have been contracting for 3 weeks now at about 3-5 min apart. I am totally effaced but only seem to have gotten to a 1cm dialation. Anything to do to make the contractions stronger to actually dialate me further? I am Diabetic type 2 and baby is already 7 lbs.
