Drop In HCG Level At About 7 Weeks

I had a miscarriage in August and am pregnant again. My last two HCG tests went from 35,000 to 33,000. My doctor says this isn't a good sign but he wants to do another ultrasound (last one showed me at 5 1/2 weeks, a fetal pole, but no heartbeart) and he says if there's no heartbeat in the next ultrasound, it's definitely not a viable pregnancy. Anyone experience a drop in HCG level like this and have a successful pregnancy or heartbeat on ultrasound? THanks.

what if nine weeks pregant and the level continues to drop and there is a heart beat ,what could be the outcome of having a healtly and normal term
