If the man had masturbated the day before having s_xual intercourse, his pre ejaculation could indeed carry enough sperm to cause a pregnancy. If he was very excited and turned on before he pre ejaculated, again, he could carry enough sperm to cause a pregnancy. All it takes is one sperm to create a baby. He doesn't necessarily have to ejaculate inside to create a baby; he just has to get started.
